>Basically, the contest organizer must give a certain percentage of the  winnings to the Quebec government.  So for a $30,000 prize, the  government might ask for 5%, so the organizers would need to pay out  $31,500 if a Quebecois wins.  I live in Quebec, and I am really ticked  off by this, because I can't enter TopCoder, Google Code Jam, or any  number of interesting contests.
